When raising a Data Breach Notification with the ICO you will see this question:

Had the staff member involved in this breach received data protection training in the last two years?

- Yes  
- No  
- Don't know

I venture to suggest answering yes would have a positive effect and anything else would not be looked upon favourably.

…and proof of the pudding as relates to a data breach involving Heathrow Airport Limited and a £120,000 fine. The ICO were less than complimentary, here is a snippet from their statement:

*The ICO investigation found that only two per cent of the 6,500-strong workforce had been trained in data protection.*
